Dans les traditionnels remerciements, Ice-T inaugure sa liste en dédiant cet album à tous les gens de couleur à travers le monde : Asiatiques, Latins, Indiens d’Amérique, Hawaïens, Italiens (sic !), Indiens, Persans, Africains, Aborigènes et tout autre nationalité, que les suprématistes blancs aimeraient voir mort-nés. Le décor est planté, la rage est intacte, après l’épisode agité du premier album.
De « Street Lobotomy », description froide d’un toxico des rues, à « Drive By », scénario prémonitoire de la mort future d’un des membres du groupe, l’ambiance est délétère à souhait. Les guitares d’Ernie C bavent leur électricité indomptée, et Ice-T déclame ses textes infusés dans le mal, avec certes moins d’aisance que lorsqu’il rappe.
La reprise de « Hey Joe » vient apporter un peu de calme et de blues, avant que les hostilités ne reprennent et ne s’achèvent sur la chanson titre, monument de paranoïa anti-américaine (justifiée, sans doute).
