Le cap du deuxième album est toujours difficile à surmonter d'autant plus quand le premier opus du groupe a connu un succès considérable (qui ne s'est jamais surpris à chanter à tue-tête l'air de « Killing in the name »?). C'est donc avec une pression non dissimulable que la bande à Zack de la Rocha s'est attelée à la réalisation de cet Evil Empire quatre ans après le fameux album éponyme. Le titre d'ouverture, « People Of The Sun », sonne comme l'annonce d'un groupe qui n'a pas rangé son esprit contestataire. Sans aucun doute l'album plus engagé du groupe, les thèmes évoqués seront sujet à discussion dans toute la puritaine américaine (mouvement zapatiste, Vietnam et capitalisme en tête), cette production va pourtant plus loin qu'un simple programme politique.
Même si cet album a déçu un certain nombre de fans, il a rencontré un succès qui ne peut être que le fait d'un groupe de talent (double platine aux USA six mois après sa sortie, puis double platine mondiale un an plus tard, décembre 1997). Evil Empire est plus homogène que son prédécesseur, d'autres appelleront ça de la linéarité pourtant c'est bel est bien un groupe qui a trouvé sa voie qui ici se fait entendre. Les riffs sont toujours aussi efficaces et dénués d'artifices, les lignes de basse sont de plus en plus percutantes et la rythmique basse-batterie d'une efficacité redoutable.
« People Of The Sun », « Bulls On Parade » ou encore « Vietnow » s'imposeront rapidement comme des hymnes incontournables du groupe qui n'est pas révolutionnaire que dans les idées mais aussi musicalement. La déferlante Rage Against The Machine est définitivement lancée grâce à ce deuxième album qui a joué le rôle de confirmation et ainsi converti les plus sceptiques.
