CeCe Peniston's third album, I'm Movin' On, signaled a further departure from the dance/house music that made her a star, and was a deeper foray into mainstream R&B. In other words, this set clearly demonstrates how artists can totally alienate their core fans. CeCe Peniston was initially embraced by the dance community, but her label's insistence on her abandoning dance music in favor of middle of the road, characterless R&B was truly a career killer. Not to say that this album is entirely bad, which it isn't, but it's not what fans of this singer came to love her for. R&B clichés of the 1990s abound, from unimaginative sampling ("Looking for a Love That's Real," which samples the 1970s classic "Could It Be I'm Falling in Love") to listless ballads like the unexciting "Sprung on You." Not even the presence of Jodeci's JoJo Hailey can save such unremarkable fare as their duet, "Before I Lay." The first single, "Movin' On," was a catchy and fun mid-tempo jam, but a far cry from the unstoppable energy of "Finally." She does come close to matching that energy on a couple of tracks, those being "Don't Know What to Do" and her wonderful cover of "Somebody Else's Guy," which became a Top Ten hit in Europe, but was never released in the United States. Had that song been the album's first single, CeCe Peniston's career may have wound up on an entirely different track. Instead, this album should be remembered as a lesson in terrible marketing and lousy career choices.
