The sophomore full-length effort from the frontman for the Swedish alternative folk outfit Holmes, What Never Was Will Always Be injects some muscle into Kristoffer Bolander's oeuvre, but retains his flagship project's penchant for painting bucolic audio vistas with broad commercial strokes. Possessed with a mellifluous tenor that suggests Neil Young by way of Jonsi or Jeremy Enigk, Bolander's songs are both inward looking and cinematic; hypnotic three-to-four chord meditations that are as ephemeral as they are earnest. More electronics-forward than his 2015 debut I Forgive Nothing, the 12-track set crackles and shimmers with intent, providing the perfect foundation for Bolander to attach his signature croon to, but it's stocked with too many familiar melodies and impressionistic lyrics to rise above all of the sonic finery. Standout cuts like "Untraceable," "Cities," and "Animals" flirt with transcendence, but never quite reach the emotional peaks that their architectural grandiosity would suggest. Too much of the album is filled with textbook singer/songwriter fare writ large, and while it's not without its charms, the style too often outweighs the substance.
