Après un premier album sorti en 1994 et des tournages de sitcom et de films, Brandy sort son deuxième album en 1998. Déjà populaire aux Etats-Unis, la chanteuse est révélée à l’Europe grâce à Never Say Never.
Produit par Rodney « Darkchild » Jerkins (qui a travaillé avec Vanessa Williams et Mary J. Blige et est sur le point de devenir un des producteurs les plus courus du R&B américain), ce second album voit Brandy adopter une voix plus douce, mais d’une force et d’une assurance certaines. Elle maîtrise parfaitement sa voix et la module avec élégance et raffinement selon les titres, morceaux R&B rythmés ou ballades. Sincère et fervente dans le chant, elle s’essaie à l’écriture sur six des seize titres de l’album.
Le single qui a fait connaître Brandy en France est le duo avec Monica, « The Boy Is Mine ». Ce titre, inspiré du duo de Michael Jackson et Paul McCartney (« The Girl Is Mine ») est une sorte de duel théâtralement mis en musique : les deux femmes se battent pour le même homme. Le titre reste des semaines en rotation lourde sur les ondes radio et les chaînes télévisées musicales – et, bien entendu, en tête des ventes. Grâce à ce duo, les deux chanteuses obtiennent un Grammy (« Meilleure performance R&B en duo ou en groupe »). Sorti aussi en single, « Top of the World » (duo avec le rappeur Mase, qui était l’une de ses idoles de jeunesse), avec sa ligne de basse plus présente, s’avère un titre plus rythmé et se rapprochant du hip-hop.
Au total, pas moins de huit singles sont extraits de l’album, de mai 1998 à mars 2000 ; parmi ceux-ci, on remarque la reprise de « (Everything I Do) I Do It for You » de Bryan Adams, qui confirme le goût de la chanteuse pour les ballades romantiques.
Représentatif jusqu’à en paraître prototypique du R&B américain à la fin des années 90, Never Say Never remporte un succès colossal : il s’en écoule 5 millions l’année de sa sortie rien qu’aux Etats-Unis ; en une dizaine d’années, le total des ventes a dépassé les 14 millions, en faisant un des plus grands succès commerciaux du genre.
