Roger Waters' second solo album is yet another conceptual narrative, one that tells the tale of a wheelchair-bound boy who tries to halt the threat of nuclear war through his use of the HAM radio. The story line isn't held together as tightly as his first album, and the whole fable seems a little too far fetched, even when taken lightly. Unlike The Pros and Cons album, the music here overrides the narrative, but not by much, highlighted by the upbeat pop single "Radio Waves." The last tune, entitled "The Tide Is Turning," is the only other focal point of the album, an honest-sounding ballad that relinquishes a glimmer of hope in an otherwise unpromising world. Waters' anti-war theme is stretched full across the album, but the music itself struggles to capture any attention, bogged down by half-whispers and flat-lined melodies that are only slightly resuscitated from time to time with some trumpet and saxophone. The novelty of Los Angeles disc jockey Jim Ladd wears off quickly, as he was obviously used to add some lightheartedness to the album's pessimistic undertones. Waters' use of imagery and thematic depth are absent from Radio K.A.O.S., leaving his superficial spiel with barely any sustenance, which in turn hinders the moral of the album so that it fails to reach its fruition. While both The Pros and Cons of Hitch Hiking and Amused to Death convey his talented use of concept, imagination, and lyrical mastery, this album seems to be nothing more than a fictional tale with a blatantly apparent message.© Mike DeGagne /TiVo

With guitar much more dominant and Watts' songwriting more refined, GDFAL was an incredibly exciting album. Moving away from their prog leanings and embracing bits of reggae, FZ had become a cohesive pop band capable of anything. Their hit single "So Long" had one of Watts' most heartfelt vocals, while the playful (and slightly irritating) "Limbo" proved that he wasn't always entirely serious. The band bounced off the walls on tracks like "Four Minutes In Durham (With You)" and "No Right," yet they remained perfectly in control. The album's title track remains one of Watts' most brilliant songs, catchier than a pitcher's glove (and "So Long" wasn't too bad either!). With hardly a bad song in the bunch, this is still one of FZ's most popular albums -- so much for the sophomore slump.© Steve Schnee /TiVo

With each having individual obligations all over the place, it took ten years for Method Man and Redman to record a follow-up to 1999's beloved Blackout!, but one listen and you'd think it had only been ten days. Interplay during the intro proves that none of the chemistry is lost, then the slow-grinding "I'm Dope Ni**a" declares that happy and horribly high days are here again, with mentions of Club Nouveau plus Tango & Cash putting a date stamp on the duo. Their fine vintage is displayed two tracks later when "Dangerous MCees" spits "Even Herbie Hancock know where to Rockit" over a beat that's identifiably Erick Sermon. It's topped by the Phyllis Hyman loop Pete Rock cuts for the preceding track, "A-Yo," a superior weekend anthem featuring Saukrates from Redman's Gilla House group. With the sound of the South having exploded since the first Blackout!, the hypnotic highlight "City Lights" with guest Bun B plus a UGK sample is identifiable as post-2000. Also of its time is the dreaded Auto-Tune device, which corrects some pitch here and there, although its polish is negated on "I Know Sumptn" by the very Redman lyric "Check my bowel baby/This is the mother load." Mentions of riding jet skis on land and all sorts of other absurdities sit next to innovative viewpoints on sleaze, then "Dis Iz 4 All My Smokers" does the weed song right as the blunt brothers roll over a DJ Scratch track that sounds heavily influenced by RZA. Speaking of Wu-Tang members, Raekwon and Ghostface appear on the key cut "Four Minutes to Lock Down," an intense barrage of Shaolin lyrics that helps anchor an album that's often just a party on wax. The original deserves the top spot, but think of this as the Godfather Part II of reckless boom-bap rap and you've got an idea of how well this Blackout! satisfies.© David Jeffries /TiVo

As time keeps on slipping into the future, it becomes apparent that Master P's greatest gift is marketing, particularly when his advertising masquerades as liner notes. Witness P's work for Snoop Dogg, once considered the brightest rapper of the '90s but now merely a general in the No Limit army. The Master began plugging Top Dogg, Snoop's second No Limit release, in the liners for his label debut, even mentioning a release date only months away. Clearly, Snoop had indeed been placed on the No Limit production line, and there was every indication that from now on, Snoop would churn out moderately enjoyable, Dirty South-lite records crammed with cameos and appropriated hooks. Turns out he had a trick up his sleeve, because Top Dogg is about as individualized an album as possible under the No Limit precepts. Since the outset of his career, Snoop has shown a fondness for early-'80s synth funk, and for the first time, he lets that form the basis of an album. And while there may be a bit too much recycling for some tastes, the end result isn't just the freshest-sounding Snoop album since his debut, it's easily the freshest-sounding No Limit album. Unfortunately, it's still a No Limit album, which means it runs way too long and is filled with superfluous, even irritating cameos, and also that Snoop is content to haul out low-rent gangsta clichés. Since he's a gifted rapper, he makes the dope 'n' crimes, sex 'n' violence rhymes go down easily (compare his delivery to some of his guests if you have any doubts), but his lyrics just aren't as clever as they were five years earlier. But records don't have to be deep; they can be appreciated as a pure sonic experience, and taken on that level, Top Dogg satisfies.© Stephen Thomas Erlewine /TiVo

On his fourth album, Avant doggedly continues to do his smooth and relaxed thing and delivers his fourth consecutive decent album. Only a lark hit with maximum rotation on urban radio will propel him to superstar status, but it's not likely at this point. Avant is not a major star -- yet he's a considerable talent who knows exactly what he's best at, where he fits, and how to please his fans. Although a number of collaborators (the Underdogs, Jermaine Dupri) and guests (Lil Wayne, Lloyd Banks) are rolled in to add some edge, the material isn't much more flashy than it is on Avant's past albums. More importantly, Avant's new and somewhat surprising help looks a little desperate on paper but is hardly that on record. Those who loved Avant in the past for his slick, romantic, slow-to-midtempo songs (with the occasional dash of raunch) will find plenty to enjoy here. Veteran rapper turned producer Def Jef cooks up the best beat of all with "Exclusive," a tough yet sweet modern-day equivalent of a Reggie Lucas/James Mtume production.© Andy Kellman /TiVo
